Draft Minutes Precinct Meeting, 7:00pm 2nd May 2011

1.Acknowledgement of Country delivered by the Chair
2.Attendance: 6 entries on attendance sheet, count: 7. Apologies: C. Mackie (advised likely move from precinct). C Plate, J Blair, D Kogoy, L Howison.
3.Confirmation of minutes of meeting 3/2011 (4th April 2011).
Moved D Lawrence, seconded. Carried.
4.Matters arising from minutes (unless covered elsewhere in agenda).
4.1 timing of council public meetings in relation to precinct meetings
Concern expressed that Council organised a community meeting on the evening following the April 2011 Precinct meeting resulting in a likely reduction of attendance at the Precinct meeting. Further noted that the council resolution requiring the traffic meeting specified consultation with the Precinct. This was not achieved by a separate meeting. Agreed to ask council to conduct future consultation with the Precinct at ordinary meetings of the Precinct, not separate meetings and that council avoid meetings in close proximity to Precinct meetings.
4.2 council budget
Agreed to request information of council on the proportion of funds spent in Annandale by head of population, proportion of council income from Annandale and such other parameters as council wishes to report.
Specific requests for funding in 2011/12:
Trees to be planted as promised in Collins St near Wells
Badu Park fencing and signs with name
More bike stands/racks in areas of heavy use, eg Wells/Booth, Nelson/Booth, Johnston St Shops
Johnston St cycleway
4.3 Rozelle Bay industries
Concern expressed at lack of representation of Annandale residents on Rozelle Bay foreshore committee (alone amongst suburbs touching the bay).
Understood Devines (lot 22) had a 12 month extension to complete works from a development consent granted in 2007(?). Situation similar for Seawind at southern end.
Noted Council (GM) is continuing to investigate and gather material.
Resolved council be requested to report at June meeting on progress and current situation of development consents, requirements of leases any enforcement action, etc. Moved David Lawrence, seconded Gretchen Gamble. Carried.
Further agreed to send council a copy of a council letter to a resident in 2000 asking for advice on execution of undertakings in the letter. GG advised she has relevant material form the last 10 years or so.
5.Correspondence- - listed below
5.1 Development applications
Open space at Crescent/Rose – agreed to request further information from council including location and clarification of proposal.
6.300 Johnston St town house proposal (See correspondence item 2)
DL advised he had passed on precinct request to E Richardson (Council planner) to present on this proposal.
Agreed to recommend to council that it seek removal from SREP 26 because it is separated from Rozelle Bay by the railway line and appears to have been included in the REP because of its history of industrial use. Because it is proposed to be rezoned residential there is no justification for it remaining under the REP.
Agreed to request that Council pursue extension of the masterplan for this site to also incorporate the adjacent waterfront in Annandale.
7.233A Johnston St DA2010/511 – Save Annandale (Shauna) See correspondence item 7
Shauna sent apology. Save Annandale Village advised recommendation of council staff is for refusal, but requests council broaden the reasons for rejection to all eight grounds it suggests.
Said that the proposal breaches the DCP and FSR requirements.
Resolved:
to request that council urgently reinvigorate the promised employment of an architect at $15,000 to develop a masterplan with residents, and that council report to the Precinct in June on progress.
that the masterplan be completed before any further development applications are considered.
that council be urged to adopt all eight reasons for refusal.

8.Booth St bridge – follow up on council’s report
Agreed to ask council for advice on the investigations of the Booth St bridge and for a copy of the engineering report commissioned by council (under the GIPA Act if necessary).
9.Lot 101 Chester St & Sydney Water land acquisition progress and contamination remediation
Recent council resolution furthering work towards acquisition noted with appreciation. Precinct again noted need for this open space and requested regular reports from council. When acquired Precinct requests advice and timely consultation on planning and design, works and decontamination.
10.Living Streets – progress
Agree to request a report on progress and timing for tendering, work commencement and completion.
11.Council responses to email requests and enquires – timeliness and completion
Concern expressed by several people at the time taken by council to respond to emailed and other requests for action or information, at incomplete responses and at apparent failures in the tracking system, whereby issues are not monitored or followed to a conclusion. Another concern is the issue of a fresh tracking number when advice is sought on an issue already assigned a tracking number.
Agreed to request of council a list of all active issues submitted by the Precinct, including status, progress, remaining work and timing.
Agreed to request of council an explanation of the operation of the tracking system for public requests, including frequency of follow ups, what deadlines are assigned to issues, acknowledgments and interim responses in the case of delays, standard expected response times, etc.
Agreed to request of council an organisation chart which includes the names of senior staff and their responsibilities, to assist Precinct members in understanding the allocation of responsibilities and accountabilities.
12.Other business
12.1 Supermarket proposal at 4-8 Booth St.
Agreed to request a report from council. Meeting advised matter is before the Land and Environment Court on deeded refusal; council subsequently refused DA.
Resident raised concerns with council and residents approaches to trees in Annandale including: An application to remove a tree at 25 Young St for construction of a pergola – unnecessary in resident’s view. (Advised to check council website for decision).
Observed that southern Annandale St to Albion St was leafy, now vegetation much reduced.
Dead tree outside 39 Young needs to be replaced.
Advised to discuss with Council’s tree officer (Heidi Webb).
