30 minutes to Identify Pressure or Need (low hanging fruit/highest priority/Technology/Methodology/Instruments)
5 minute Presentation
1. Objectives/Benefit to organisation
2. Plan (use of existing resources/ additional resources required/impact/risks)
3. Risks of proceeding/not proceeding

Other two Groups form "Board" to evaluate "proposal" against pressures and needs

Board (consisting of all three teams) Decide and Direct way forward.
